Policy Committee Chair, Maria Sasso opened the meeting with approval of the minutes of January 17, 2018. The minutes were approved by consensus. Other Board members present were Julie Hummer, Colin Reinhard, and Lusia Cole.

Staff members present were Jeanette Ortiz, Legislative and Policy Counsel; Bob Mosier, Chief Communications Officer; Maneka Monk, Senior Manager of Communication;, Doyle Batten, Supervisor of School Security; Sharon Stratton, Director of Instruction; Tyson Bennett, Board Counsel; Alex Szachnowicz, Chief Operating Officer; Waltter Federowicz, Director of Internal Audit; and Molly Connolly, Executive Assistant to the Board.

The first item under consideration was Emergency Plans – Policy Code EH. The committee reviewed the policy and accompanying Regulation. Mr. Batten and Mr. Szachnowicz spoke to the policy and specifically to the Regulation, C. Procedures. It was suggested that language be included on the issuance of guidelines by the Office of School Security, for the preparation of manmade or natural hazards at AACPS facilities.

The next policy under consideration was Pre-Kindergarten and Kindergarten Programs – Code IFA. Language changes were suggested for Item 4 under the Regulation – Exemptions to Kindergarten Attendance Requirement. Specifically, in “b. Alternative Program Settings i.” to include a phrase that AACPS will verify that a child is in an alternative setting. Additional language will also be included in paragraph v. of that section. Questions arose about how the last section of the Regulation, “Student Eligibility” relates to COMAR. Mrs. Ortiz will check COMAR to ensure that all language in the Regulation complies.

Both policies EH and IFA will go to first reading before the Board on April 4, 2018.

The committee adjourned at 1:30 p.m.
