City of Annapolis Historic Preservation Commission met Feb. 13.

Here is the minutes provided by the Commission:

The Historic Preservation Commission (HPC) of the City of Annapolis held its regularly scheduled public hearing on February 13, 2018 in the City Council Chambers. Chair Kennedy called the meeting to order at 7:00 pm.

Commissioners Present: Chair Kennedy, Collins, Zeno, Finch, Phillips

Commissioners Absent: Vice Chair Leahy

Staff Present: R. Laynor-Historic Preservation Officer

Chair Kennedy introduced the commissioners and staff. She stated the Commission’s purpose pursuant to the authority of the land use articles and administered the oath en mass to all persons intending to testify at the hearing.

C. Announcements

Chair Kennedy announced that this is Ms. Laynor’s first appearance as Chief, Historic Preservation and the HPC is happy that the position has now been filled.

Ms. Laynor responded that “I am so very pleased to receive the promotion to Chief of Historic Preservation and I am excited to work with the Commission and the new Administration on important grass-roots initiatives from my lifelong experience in the field. And I do mean "in the field" literally because I believe in working with applicants one-on-one using site visits and personal interaction on a daily basis. Along these lines I intend to practice the values I'm quoting from a favorite foundation: stewardship, teamwork, humility, integrity, diversity, fearlessness, and imagination. Plus, have fun!”

D. Approval Of Minutes

December 12, 2017 Meeting Minutes

Ms. Phillips moved approval of the December 12, 2017 meeting minutes as written. Ms. Zeno seconded the motion. The motion passed unanimously in a vote of 5-0.

E. Violations

There were no updates on previous violations.

F. Consent Docket

1. 82 Duke of Gloucester Street – Craig Martin/Spire Architecture – Remove and replace rooftop deck, portion of existing roof to redirect water and slate roof in kind with matching exposure and width. Add skylights. (Approved as amended.)

Ms. Phillips moved to approve the application for 82 Duke of Gloucester Street as amended to remove one of the skylights on the Consent Docket. Ms. Finch seconded the motion. The motion passed unanimously in a vote of 5-0.

G. New Business

This was handled under the Consent Docket.

H. Administrative Business

Ms. Zeno moved to accept into the record the administrative approvals for October – December 2017.

Ms. Collins seconded the motion. The motion passed unanimously in a vote of 5-0.

I. Other Business

1. 30 Maryland Avenue Update

Ms. Laynor updated the HPC on 30 Maryland Avenue noting that previously there was a complaint that the homeowner had created a trench along the home and installed asphalt waterproofing that resulted in a violation. As a result of discussion, a test patch was conducted and a possible solution discussed.

Mr. Tower conducted a test patch in January to determine if the waterproofing used by the homeowner’s contractor was reversible and to review the lay of the gutter pipe as well as the condensate line. He noted that the waterproofing was easy to scrape off so is reversible. He noted that the work is reversible and there is no damage to the structure but the Chase Lloyd House would like the pipes removed. He is proposing to elevate the downspout pipes and relocate the condensate lines so that they can run along the wall into the front yard. It was the consensus of the HPC that the waterproofing is an acceptable treatment based on the investigation.

2. Election of Officers

The HPC had a brief discussion regarding the Election of Officers and deferred voting on Election of Officers to an upcoming meeting.

3. February 22, 2018 Meeting

Chair Kennedy will notify the HPC by close of business on February 14, 2018 whether there will be a February 22, 2018 meeting.

J. Adjournment

With there being no further business, Ms. Phillips moved to adjourn the meeting at 7:34pm. Ms. Finch seconded the motion. The motion passed unanimously in a vote of 5-0.
