CITY OF ANNAPOLIS: City Council approves Mayor Buckley Appointments to Boards & Commissions

City of Annapolis issued the following announcement on Aug. 7.

City Council approves nominations to City boards and commissions Annapolis, MD (7-23-18) – During the July 23 Annapolis City Council Meeting, the following individuals were appointed to various City of Annapolis Boards and Commissions:

Arts in Public Places Commission

Anthony Spencer – Mr. Spencer has served on various arts boards from the Maryland Arts Council, Maryland Hall for the Creative Arts and the Arundel Arts Council. He also served for 23 years in the Annapolis Fire Department and is a United States Marine Corps veteran.

Board of Appeals 

Michael Walsh – Mr. Walsh has served as an alternate on the Board of Appeals since 2017, participating in numerous Board decisions. He has been a political scientist instructor for several higher education institutions, currently on the faculty of Westfield State University. He served as a state legislator in Massachusetts. He earned his law degree from Suffolk University Law School in Boston. He previously served as a board member for several nonprofit organizations in Massachusetts. He is currently a member of the Annapolis Rotary and serves as a tour guide for the United States Naval Academy. 

Planning Commission

Alex Pline – Mr. Pline has served on the Annapolis Transportation board and as a member of the Anne Arundel County Pedestrian/Bike Citizen Advisory committee since 2013. He is a member of the Founders Circle of Strong Towns, an organization that supports a model of development that allows America’s cities, towns and neighborhoods to become financially strong and resilient. He is a co-founder and vice president of Bicycle Advocates for Annapolis and Anne Arundel County, an all-volunteer organization promoting bicycling for transportation. He has worked for NASA since 1996 as an IT project manager. 

Human Relations Commission 

Jeremy Browning – Mr. Browning, a lifelong resident of Annapolis, is co-founder of the LGBTQ+ advocacy organization, Annapolis Pride. He currently serves on the “chief’s panel” of the Annapolis Police Department. He works for the Alliance for the Chesapeake Bay and is a graduate of University of Maryland College Park. 

Alcoholic Beverage Control Board

Kia T. Baskerville – Ms. Baskerville has a 20+ year career in television news production in the Washington, D.C. market. She most recently served as the staff development manager and diversity initiatives producer for the Washington bureau of CBS News. She is a member of multiple journalism professional organizations. 

Dick Peterson – A retired executive from Merck & Company, Mr. Peterson has worked part-time in wine and craft beer sales and has frequently requested one-day licenses of the Board for charitable events in the City. He is a member of the Eastport Civic Association and Maritime Republic of Eastport. 

Historic Preservation Commission 

Carol Kelly – Ms. Kelly, currently a member of the Transportation Board, is a long-time preservationist that now serves as manager of the Chase Lloyd House and Chase Home, National Historic Landmarks in Annapolis. She formerly served as a park ranger with the National Park Service at the National Mall and Memorial Parks in Washington, DC. She conducted tours and managed education programs association with major American historic sites. She was also a park ranger at the Statue of Liberty National Monument and Ellis Island in New York City. She has a master’s degree in Public Administration from New York University. She also volunteers as a clerk and receptionist in the City’s Planning and Zoning Department. 

Wilford Scott – Mr. Scott, a resident of Annapolis since 1979, is a former member of the City’s Planning Commission (appointed by five mayors) serving as its chair and vice chair for many years. He has served on numerous transition teams for mayors. He earned a Ph.D. in the history of American Art with the specialization in painting and sculpture. He currently is a presenter with Architrex tours (walking tours of the historic district – a cooperative effort of Historic Annapolis and Watermark Tours.) He is retired from a 30-year career in museum education at the National Gallery of Art. He previously served on boards at the Anne Arundel Arts Council, Maryland Federation of Art, Mitchell Gallery, and the Annapolis Arts District. 

Maritime Advisory Board

Frieda Wildey – Ms. Wildey is a longtime advocate for the maritime community, civically engaged in local issues, and retired from a career in the promotion and management of special events. She assists with sailing safety seminars at the U.S. Naval Academy, received a certificate of merit from the United States Coast Guard, and served as an off-shore racing coach for the USNA varsity offshore sailing team. She has received numerous sailing honors from local and national sailing organizations. She also volunteers with numerous local nonprofit organizations. Port Wardens 

John R. Butler – Mr. Butler is a long-time sailor in Annapolis, as well as a kayaker and windsurfer. He is familiar with harbor lines and the City’s code and the workings regarding the Port Warden’s authority. He is a retired computer specialist from the National Library of Medicine in Bethesda and USDA Forest Service. He earned a degree in Forestry from Virginia Tech and a master’s in Outdoor Recreation from Utah State University. Scott Anderson – Mr. Anderson is a lifelong resident of Annapolis and general manager of Liberty Marina in Edgewater, Md. He is familiar with all of the aspects of marina workings – storage, launch, retail sales, maintenance, federal and state regulatory issues, fueling operations and more. He co-hosts “Boat Show” on WNAV radio. He is president of Hospice Cup LLC and a member of the Marine Trades Association of Maryland.
