Maryland Health Benefit Exchange's biggest purchases in 2017 included $36,195,880 to Maximus Health Services Inc, $22,748,917 to Carefirst Bluechoice Inc and $4,948,273 to Conduent State & Local Solutions Inc, public records analyzed by Anne Arundel Today show.
