City of Annapolis Historic Preservation Commission met Oct. 25.

Here is the minutes provided by the commission:

The Historic Preservation Commission (HPC) of the City of Annapolis held its regularly scheduled administrative

hearing on October 25, 2018 in the City Council Chambers. Chair Zeno opened the meeting at 7:02pm. Commissioners Present: Chair Zeno, Vice Chair Leahy, Phillips, Scott, Collins, Kelly, Finch

Staff Present: R. Laynor- Chief, Historic Preservation

Chair Zeno introduced the commissioners and staff. She stated the Commission’s purpose pursuant to the authority of the land use articles and administered the oath en mass to all persons intending to testify at the hearing.

APPROVAL OF THE AGENDA

Vice Chair Leahy moved to revise the agenda to move the pre-application to the top of the agenda. Ms. Collins seconded the motion. The motion passed unanimously in a vote of 6-0.

E. PRE APPLICATION

Chair Zeno reminded those present that this is an informal discussion held as a courtesy to the applicants to determine feasibility as well as to address any other issues of concern that may arise at the hearing. This review does not constitute an approval and nothing discussed in this session will be binding on the commissioners or applicants. The applicants acknowledged that this is a pre application and nothing discussed at this pre application meeting would be binding on the applicants or the HPC.

1. 220 King George Street – Anthony F. Christhilf – Demolish studio addition and restore exterior wall.

Mr. Christhilf explained that Mr. Gren, the managing partner of the 220 King George Street, LLC, is requesting to reverse the approval to the subdivision process in order to restore the side elevation of 220 King George Street and remove the studio that was constructed in 2007 to the structure as part of that process. The studio does not consist of any historical material or features. The applicant is proposing to restore the exterior wall and the door to the condition it was prior to the construction.

Mr. Pilli, Pilli Construction, has been working with Mr. Gren on the interior renovations relating to this property.

Chair Zeno summarized that Commissioners present believe this to be a feasible project. The applicant should look toward guideline D.13 relating to historic masonry and guideline D.2 relating to demolition will also be considered. She concluded that the HPC look forward to a full application.

C. OLD BUSINESS

1. Review of O-34-18 – Demolition by Neglect. – DELIBERATIONS CONTINUED

The HPC incorporated the recommended edits into the draft document and Chair Zeno signed the final document on Ordinance #O-34-18 to send to the Law Office.

D. ADMINISTRATIVE BUSINESS

Cultural Landscape Report

Dr. Scott asked if the Cultural Landscape Report will be placed on agenda for discussion. Ms. Laynor noted that it was for informational purposes.

F. OTHER BUSINESS

Miscellaneous

Ms. Collins suggested that the HPC revisit the work being completed on changing the guidelines. Chair Zeno suggested revisiting the public discussion on the HPC’s function and purpose behind what they do. Vice Chair Leahy suggested revisiting the Rules of Procedures and agreed to follow up with Ms. Pippen about placing this on the agenda.

Ms. Laynor has received two requests for free little libraries that she described as a box that is inserted in a neighborhood where books are inserted for members of the neighborhood to share and read. She asked the HPC how to review it specifically is there a guideline by which could be reviewed; and what criteria and location could be used. Vice Chair Leahy suggested looking to guideline C.12.

G. ADJOURNMENT

With there being no further business, Vice Chair Leahy moved to adjourn the meeting at 7:53pm. Dr. Scott seconded the motion. The motion passed unanimously in a vote of 6-0.
