Friday was a good day for the people of Anne Arundel County. It was a day that local historians will mark as a turning point. It was the day that we ended a failed experiment in budgeting and land use.
It started with the tax revolt of 1992, when an ill-conceived property tax revenue cap forced rates down a full ten percent, but exempted new development from the revenue limit calculations.
