Hoyer Statement on Steve Dwyer Joining the Office of the Chief Administrative Officer

WASHINGTON, DC – Congressman Steny H. Hoyer (MD-05) released the following statement on May 23, 2023 on the transition of his former Digital Director and Senior Advisor Steve Dwyer to the Office of the Chief Administrative Officer:

"I am so pleased that Steve Dwyer has joined the Office of the Chief Administrative Officer as the Senior Director of Innovation. For more than two decades, Steve Dwyer has faithfully served the House of Representatives in my leadership office and there is no one better suited for this crucial position than Steve.
 
"He has already played an instrumental role in developing key digital tools for Congress as my Digital Director and Senior Advisor. From the Dome Watch and Dome Directory apps to resources like DemCom and the House Democratic caucus's online resume bank, he has pioneered technologies that numerous Members, staffers, journalists, and others make use of every day.  Additionally, when the House faced the unprecedented challenge of conducting its work during the COVID-19 pandemic, Steve helped devise strategies that allowed us to continue fulfilling our duty to the American people remotely. Many on Capitol Hill – including Members and staff on both sides of the aisle – have sought out Steve's expertise and benefitted from his vision. Last summer, the House Select Committee on the Modernization of Congress called on Steve to testify on how our institution can use cutting-edge technology to function better For the People. His impact also extends beyond America's borders. From Ukraine to Colombia, many foreign governments have consulted Steve on how they can use technology to enhance their own democracies. His positive influence will only continue to grow in his new position at CAO. 

"I have also admired Steve's effort to inspire an innovative spirit in others. Over the years, he has mentored dozens of Digital Fellows in my office. Many of them have gone on to serve as staffers in offices throughout Capitol Hill. Additionally, Steve hosted many social media competitions and digital workshops for House Democratic staffers to encourage them to hone their skills. He has also organized multiple Congressional Hackathons – bipartisan events which have sparked technological innovation in the legislative process. These efforts help bring the House and its Members closer to the people whom they serve. I know Steve will continue to serve as an invaluable mentor to many up-and-coming public servants going forward.
